Overview

Development of PRASA's Quality Assurance (QA) Strategy, Governance Framework and Target Operating Model over a 3-month engagement. Bidders should have proven ability to design enterprise QA foundations, governance, a Centre of Excellence (CoE), policy/SOP frameworks, a service catalogue and change-management plan, aligned to PRASA’s digital transformation. Required standards and reference points include ISO 9001:2015, ISO/IEC 20000-1:2018, ISO/IEC 27001:2022, COBIT/ITIL, ISTQB, and PRA SA governance. Outputs are detailed in the attached scope (SCOPE OF WORK _Quality_Assurance_Strategy_Framework_and_Operating_Model 10374521.docx).

Requirements

• Mandatory certifications: ISO 9001:2015, ISO/IEC 20000-1:2018, ISO/IEC 27001:2022 (Stage 1C).
• Experience and roles (per Section 6):
  • QA Programme Manager: 8+ years QA/enterprise testing; leadership in QA strategy and dashboards.
  • QA Governance & Compliance Lead: 7+ years in QA governance, risk, or audit.
  • ICT Strategy Specialist (DevOps): 7+ years; DevOps/CI-CD and test automation experience.
  • Business & Process Analyst: 5+ years; requirements, process maps, UAT support.
  • Change Manager: 5+ years; change impact, training, adoption planning.
• Two mandatory resources (Annexure B) with CVs; cannot replace without PRASA approval.
• Administrative and pre-qualifications: B-BBEE, CSD registration, SARS Tax Compliance PIN, company docs, IDs for directors (Stage 1B).
• Exclusions: no execution of testing, no managed QA service, no QA platform procurement, no resource augmentation (unless via change control).

How to Apply

• Submission deadline: 2026-10-02 10:00. No bidder briefing session.
• Documents to submit: completed RFQ documents, declarations, SBDs; B-BBEE certificate or affidavit; CSD number; SARS Tax Compliance PIN; CIPC docs; copies of IDs. Include ISO certificates (Stage 1C).
• Provide Annexures: Annex B (resource schedule) showing two mandatory resources; Annex C (reference templates) with three client references; Annex D (CV covers) for each resource.
• Evaluation: Stage 1 Mandatory/Basic compliance; Stage 2 technical functionality (min 70/100); Stage 3 pricing (80) and specific goals (20).

• Additional: Deliverables must be PRASA-specific, auditable and handover-ready; ownership transfers on payment; changes require formal approval.
