Overview

Appointment of a service provider to support, maintain and host the Department of Tourism’s project management system for Working for Tourism (WFT), for 24 months. Suitable bidders are IT/ICT service providers with experience in software maintenance, hosting, server administration, data management and related support, preferably with familiarity in legacy Delphi-based systems and database hosting as described in the RFQ documents.

Requirements

• Complete and return all official bidding forms (SBD1, SBD4) and Annexures A–E in the prescribed sequence; sign where required.
• Tax compliance: provide SARS Tax Compliance Status PIN or CSD number; if a consortium, each party must submit separate TCS or CSD details.
• Not in the service of the state; disclose any conflicts via the SBD4 declaration.
• B-BBEE: submit Annexure B (EME/QSE sworn affidavit) to claim specific goals; include CIP/CIPC documents and relevant shareholding proofs (Annexures B–D as applicable).
• Provide a full CSD (full report) and copies of IDs/registration as required; attach CVs for key personnel and qualifications.
• Minimum functionality score: 65% in the evaluation criteria.
• Additional evaluation criteria include Delphi 8 and Inter-base database experience and hosting experience (as per the RFQ’s scoring matrix).

• Submission method: electronic submissions to quotationsscm@tourism.gov.za or hand-deliver to Tourism House, 17 Trevenna Street, Sunnyside, Pretoria 0002; RFQ documents must be logged in the Quotations Register (NB: reference to NB148/2026 RFQ Final System Support).
• Documents to submit: completed SBD1/SBD4, Annexures A–E, pricing schedule, and supporting documents (CSD report, TCS/CIPC IDs, BBBEE affidavit) as per Annexures.
• Registrations/pre-qualifications: SARS TCS PIN, CSD number; confirm VAT status if applicable.
• Briefing: details not specified in the RFQ; the physical address for briefing would be at 17 Trevenna Street, Sunnyside (if/when held).
• Where to obtain bid documents: RFQ documents are in the attached NB148.2026 RFQ Final System Support document and associated annexures (e.g., REVISED SBD4 Annexure A).
