Overview

Appointment of a service provider to provide supply chain management (SCM) support services to the National Home Builders Registration Council (NHBRC) for 12 months. The RFQ (NHBRC RFQ 12/07) seeks an experienced SCM adviser to support Demand Management, Acquisition Management, Bid Administration, Compliance Monitoring, and Capacity Building on an as-needed basis. Ideal bidders have public-sector SCM experience (PFMA/PPPFA knowledge), proven tender administration capability, and capacity to transfer skills within NHBRC.

Requirements

• Minimum five (5) years’ public-sector SCM advisory and support experience; proven PFMA/PPPFA and Treasury prescripts knowledge; tender administration; governance and audit support.
• Experience with Bid Specification Committee (BSC) and Bid Evaluation Committee (BEC); contract management and procurement advisory capabilities.
• Minimum three core resources: SCM Specialist, Procurement Practitioner, SCM Compliance/Governance Specialist; detailed CVs, qualifications, professional memberships, and evidence of public-sector SCM experience.
• Deliverables include procurement plans, demand management and market analysis reports, tender documentation, BSC/BEC packs, evaluation reports, compliance and audit support, and skills transfer.
• Minimum compliance: PFMA, PPPFA, National Treasury instructions; confidentiality and ethics; tax compliance (SARS PIN/TCS or CSD if no TCS); B-BBEE verification or sworn affidavit; no service-from-state employees.
• Evaluation: functionality threshold of 70/100 to proceed to price/preference evaluation; components are Bidder Experience (30), Client References (30), Proposed SCM Resources (40); price/preference points apply (80/20 with specific goals: women-owned 12, youth-owned 6, disabled-owned 2).
