Overview

The NHBRC seeks to appoint a service provider to provide investment consulting services to manage the NHBRC Warranty Fund/Investment on a month-to-month basis for up to 12 months. The scope covers investment strategy reviews, ALM modelling, asset manager selection and oversight, and reporting dashboards, with evaluation favoring FAIS-registered investment consultants with relevant warranty/investment experience. This is a formal RFQ (NHBRC RFQ 11/07) with 80/20 preference and specific goals.

Requirements

• Investment consulting experience for warranty/insurance fund management; capability to conduct ALM modelling and implement investment policy updates; asset manager selection and fee negotiation; annual due diligence; and monthly/quarterly/annual reporting.
• Team qualifications: CVs and qualifications; Team Leader to hold a relevant degree (economics/finance/investment) or equivalent; FAIS registration for the advisory team.
• Compliance and documentation: Tax compliance (SARS PIN/TCS); CSD number if no TCS; SBD 4 and SBD 6.1; Annexure A cost breakdown signed by authorizing officer; proof of BBBEE status for preference points; evidence of registration to Financial Advisory and Intermediary Act (FAIS).
• Evaluation: Stage 1 mandatory compliance; Stage 2 functionality (min 80/100); Stage 3 price and preference points, including specific goals for equity ownership (women 12, youth 6, disabled 2).
