Procurement of Engineering Professional Services for the Refurbishment of the Terminal Building at Bram Fischer International Airport for 22 months. Airports Company South Africa (ACSA) invites engineering consultancies with NEC3 PSC experience to provide end-to-end professional services (inception to close-out) for a live airport refurbishment project in Bloemfontein. Bidders should have relevant registrations (Pr Eng/Pr Tech, Pr QS/ECSA SACQSP) and demonstrate airport-grade capability.

Requirements

• NEC3 Professional Services Contract (PSC) framework; full project scope from inception to close-out.
• Key registrations and qualifications:
  • Principal/Resident engineers: Pr Eng or Pr Tech (registered with ECSA).
  • Structural engineer: Pr Eng/Pr Tech with ECSA registration.
  • Quantity surveyor: SACQSP (QS registration).
• Experience: completed >3 building projects valued ≥R10 million (including VAT); provide references.
• Insurance: Professional Indemnity (R5 million) and Public Liability (R10 million); employer provides project insurance; adhere to contract insurance terms.
• Occupational Health & Safety: sign the Occupational Health & Safety Agreement.
• Compliance: SARS Tax Compliance Status (PIN) or Central Supplier Database (CSD) number; other tax clearance as needed.
• Returnable documents: fully completed Form of Offer, pricing data, SBD forms (3.3, 4, 6.1), confidentiality NDA, BBBEE documentation.
• Evaluation: staged process; minimum 95/100 for functionality to progress to price/preference (80/20); bid may be negotiated post-evaluation.
• Briefing/site: non-compulsory briefing 16 Sep 2026 (Teams); site inspection terms as per document.
