Overview

Independent Design Verification Services for Necsa’s Overpack Steel Container used to transport LLW concrete drums, to verify IP-2 compliance under IAEA SSR-6. Bidders should be qualified service providers with nuclear transport/package design review experience, IP-2/IP-3 and SSR-6 regulatory submissions, and ISO QA capabilities.

Requirements

• Administrative/compliance: 2 x ECSA-registered team members; valid Tax Clearance PIN; CSD registration; completed and signed SBD forms; Declaration of Interest and Independence; B-BBEE certificate or sworn affidavit.
• NDA: NDA must be signed before accessing attachments (RFQ for Independent Design Verification Services Overpack Steel Container for Transport of LLW Concrete Drums.pdf).
• Experience and independence: proven experience in nuclear transport/package design reviews; demonstrated independence/impartiality; QA/reporting capability (ISO-aligned).
• Technical scope readiness: capability to perform independent design review, IP-2 compliance assessment, test-conditions validation, safety-case review, and regulator-ready verification report.
• Pricing/contract: fixed, all-inclusive pricing (taxes, freight, insurance, duties, etc.); payment per Necsa GCC terms; no pre-payment.
• Evaluation: administrative pass/fail; then technical/functional scoring (max 100) with a threshold for progression; 80/20 price/preference (B-BBEE) weighting.
