Overview

The PRASA RFQ seeks quotations for the supply, installation, and 36-month support of a 2-sided Outdoor LED Screen Digital Billboard at Umjantshi House in Braamfontein. Bidders should have outdoor LED installation experience, content management capabilities, and meet OEM accreditation, safety, and B-BBEE requirements.

Requirements

• Technical: 2 x 3m x 2m LED panels, pixel pitch P6.67, SMD, 22,478 px/m2, brightness ≥7500 cd/m2, lifetime ≥100,000 h, refresh ≥3840 Hz, viewing angle ≥140°, IP65+, 36-month warranty; remote content publishing with firmware/software maintenance; WiFi/4G/5G connectivity; 36-month warranty on all hardware/software.
• Content and control: Content Management Software with 5 additional DC Media licenses; 624-hour Digital Content Specialist engagement as needed; next-business-day support.
• Installation: install within 12 weeks of PO; angled 2-screen structure with 3m ground clearance; safety file, design documents, electrical works with COC; installation/commissioning in Braamfontein.
• Qualifications: OEM accreditation letters for proposed technologies; certified Structural Engineer; wind load/foundation design; certified electrical contractor with CoC.
• Administrative: signed RFP docs, combined B-BBEE certificate or affidavit for QSE/EME, CSD number (register within 14 days if not registered), valid Tax Clearance, company registration documents, directors’ IDs.
• Evaluation: minimum 70% on Stage 2 technical; pricing (80) and BBBEE (20) under Stage 3.

• Deadline: submissions due 27 August 2026 at 10:00.
• Submission method: submit Form D with RFQ submission (mandatory); bid documents referenced in the RFQ (pricing via Annexure A).
• Documents to submit: completed ALL RFP docs (declarations/SBDs), OEM accreditation letters, Structural Engineer certificate, Electrical CoC, Joint Venture/Partnering if applicable, CSD number, Tax Clearance, company reg docs, Directors’ IDs.
• Pre-qualifications: CSD registration; valid Tax Clearance; SANAS B-BBEE certificate (or affidavit for QSE/EME).
