Overview

RFQ for the Provision of one (1) as-and-when service provider of hygiene and sanitation in the Eastern Cape region for 36 months. This invitation targets hygiene/ facilities management providers with experience in supplying and servicing sanitary bins, dispensers, waste handling, and related hygiene equipment for PRASA’s Eastern Cape stations. Relevant capabilities include health and safety compliance, waste management, and installation/servicing of stainless steel hygiene fixtures (bins, dispensers, paper products, air fresheners).

Requirements

• Mandatory compliance items (Stage 1A): Price Schedule in Envelop 2; Attendance certificate of compulsory briefing; Certification of registration with Department of Environmental Affairs under NEMWA; sign the SCM submission register.
• Basic compliance (Stage 1B): Company registration docs; IDs for directors; valid Tax Clearance and SARS PIN; complete RFQ docs; CSD number; proof of bank account; JV/Consortium docs if applicable; COID/Good Standing.
• Scoring criteria (Stage 2): Organisational experience (40), Health and Safety (40), Financial capability (20). Submit reference letters on client letterhead with contact details, period of service, and value; Health and Safety plan (policy, PPE, waste disposal method, risk assessment, bin-cleaning procedures); two years of financial statements (with cash flow and balance sheet) or equivalent, prepared by an independent professional.
• Specific goals (20 points): 51% Black Women Owned, 51% Black Youth Owned, 51% Black Owned EMEs, 51% Black Owned by PWD; require certified proof (IDs, BBEE/CIPC documents, doctor’s note where applicable).
• Conditions: compliance with PPPFA Regulations, GCC, and any Special Conditions; CSD/SARS verification; confidentiality and data protection provisions.

How to Apply

• Submission deadline: 31 July 2026 at 12:00. Briefing is mandatory.
• Briefing session: 24 July 2026 at 10:00, East London Station (address noted in documents).
• Submission method: hard copy only; deposit in PRASA bid box at 8 Station Street, East London; sign the submission register at SCM offices; electronic submissions not considered.
• Documents to submit: Volume 1 (Mandatory Compliance and Technical/Goals); Volume 2 (Financial/Price). Include Annexure A pricing schedule; SBD1, SBD4, SBD6.1; Tax/CSD documentation; proof of attendance for briefing; any required environmental and safety documents (as per attached Annexure A).
• Registrations: CSD registration (or SARS Tax Clearance PIN); submit proof with bid.
• Additional notes: Prices must be in Rand, fixed, inclusive of taxes; follow the exact pricing schedule format (Annexure A). Returnable documents must be complete to avoid disqualification.
