Overview

Procurement of a Quality Management System (QMS) Gap Analysis to assess PRASA's current QMS and identify gaps. Bidders should have QMS consulting/audit experience, a structured gap-analysis methodology, and evidence of IMS/QMS projects (with client references). Mandatory technical compliance requires affiliation with SANAS, Saiosh, or SASQ; familiarity with public-sector engagements is advantageous.

Requirements

• Demonstrated IMS/QMS gap-analysis experience with client references.
• Mandatory technical compliance: affiliation with SANAS or Saiosh or SASQ (proof to be provided).
• Access to qualified personnel; submission must include CVs and professional memberships.
• Compliance with tax and supplier databases: SARS Tax Compliance Status, CSD registration (or provide CSD details), VAT registration where applicable.
• Completion of all bid returnables on official forms; quotes must be in Rand, fixed price, including taxes.
• Minimum technical threshold: 80% in Stage 2 evaluation; price and specific-goals scoring as per 80/20 system.

How to Apply

• Submission deadline: 10 September 2026, 10:00. Bids must be hand delivered to MS Lulama Lufundo, Umjantshi Building, 30 Wolmarans Street, Johannesburg (Reception Area); sign the submission register.
• Documents to submit (where applicable): official bid response documents/forms (SBDs), Pricing Schedule (Annexure 7 and Annexure A), tax clearance or SARS PIN, CSD number, company registration, IDs for directors, B-BBEE certificate or affidavit, reference letters, CVs, JV/consortium agreements if any.
• Compliance windows: provide TCS PIN or SARS tax clearance; if not on CSD, register within 7 days after closing.
• Returnable documents: ensure all mandatory returnables are included; late or incomplete quotations are not considered.
