• CIDB registration: 1GB or higher; COIDA good standing.
• Two reference letters or completion certificates; CVs for key personnel.
• Local-content, youth/women/disabled ownership and other specific-goals proof as applicable for preference points.
• Compliance with SBD forms; no late or incomplete submissions.
• Provisions for local employment targets and reporting on targeted procurement efforts.
