Overview

RFQ for removal, disposal and replacement of asbestos roof sheets with IBR sheets at Uitsoek Plantation (10 village houses), a SAFCOL construction tender. Target bidders are service providers with asbestos handling capability and general construction/roofing capacity.

Requirements

• CIDB Grade: 1GB or higher; Department of Labour registration to handle asbestos; COIDA good standing.
• Compliance documents: fully completed RFQ on company letterhead; SBD declarations; latest tax clearance; SANAS-accredited B-BBEE certificate or sworn affidavit (EME/QSE); CSD (or MA AA) number; ID copies of company directors.
• Technical references: two reference letters or completion certificates for similar works; CVs for key personnel (e.g., Construction Manager/Site Agent).
• Mandatory disclosures: Bidder’s Disclosure (SBD4) including any state employment relationships or conflicts; adherence to SAFCOL Supplier Code of Conduct.
• Local/transformational goals: 51%+ Black Owned entities (20 points); local employment and local content obligations as defined in the scope (monthly KPI reporting and targeted-enterprise engagement).
• Pricing: firm price inclusive of VAT; pricing to reflect removal/disposal, supply and installation of IBR sheets, purlins, sisalation, ridges, painting, and related works; payment terms 30 days after invoice; 5% retention.
• Evaluation sequence: Administrative Compliance, Mandatory Requirements, then Price and Specific Goals (80/20, 80 for price, 20 for goals).
