Overview

RFQ for treatment, testing and supply of wood poles and cross-arms on an as-and-when-required basis. Eskom Distribution (North West Operating Unit) invites timber-treatment, testing and supply suppliers to bid; suitable bidders are wood-products manufacturers/distributors with capacity to deliver on short notice, compliant with Eskom’s local-content, B-BBEE, SDL&I and e-tendering requirements, for a contract likely spanning up to 5 years.

Requirements

• Meet the Eskom tender eligibility criteria; not restricted by sanctions or National Treasury; not submit multiple bids; JV/consortium liable; no conflict of interest; not on Tender Defaulters list.
• Register with CSD; provide valid B-BBEE certificate or sworn affidavit as appropriate; for revenue bands, specific documentation applies (see Annexures).
• Local Content: SBD 6.2 declarations; aim for high local content with 70% local-content-to-site; comply with 100% local content targets where applicable.
• Subcontracting: mandatory on contracts above R30 million; minimum 30% to designated groups; submit letters of intent and subcontractor documentation at mini-tender stage.
• SDL&I: 2.5% procurement penalty and 2.5% retention for SDL&I obligations; quarterly SDL&I reporting; SDL&I Implementation Schedule due within 28 days of contract award; provide a 30-day SDL&I plan (improvement or retention of BBBEE status).
• Evaluation: price scored out of 80; specific goals out of 20 under 80/20 PPPFA; possible negotiation on non-price elements; reverse e-auction not applicable.
• CIDB: not applicable to this contract.
