Overview

PRASA invites bids for Feasibility and Concept Designs services for Pretoria, Germiston, Durnswart and Midway Stations over five months. Eligible bidders are multidisciplinary firms capable of delivering site assessments, financial feasibility, regulatory reviews, and architectural/engineering concept designs (as per Stage 1–2 scope). A qualified team must include professionals in Project Management, Architecture, Town Planning, Civil/Structural/Electrical/Fire/Traffic Engineering, Quantity Surveying, and Mechanical Engineering, each with appropriate South African registrations.

Requirements

• Multidisciplinary team with certified registrations: PM (PMSA/Pr CPM SACPCMP), Architect (SACAP), Town Planner (SACPLAN), Civil/Structural/Electrical/Fire/Traffic/Mechanical Engineers (ECSA), Quantity Surveyor (SACQSP). Provide proof (certified copies, not older than 6 months).
• Completion of all RFQ documents, including BoQ/Price Schedule, pricing form, JV/Partnering agreements if any, correct closing submission register, SARS PIN, and CSD number.
• Tax compliance: SARS PIN or CSD number; if in JV, provide for each party; no bids from persons in the service of the State.
• BBBEE: Valid B-BBEE certificate (SANAS-approved or DTI certificate) or sworn affidavit; consolidated BBBEE for joint ventures.
• Experience: demonstrated recent (within 7 years) commercial/retail consulting experience with project values typically ≥ R1,000,000; provide appointment letters/contracts and reference letters with verifiable contacts.
• Technical approach: site-specific methodology per site, with deliverables, milestones and presentations; clear, realistic execution plan.
• Eligibility: comply with PPPFA, GCC, and PRASA conditions; price in Rand; fixed prices; 60-working-day validity; may be subject to market-related price negotiations if needed.
• Evaluation: Stage 1 mandatory compliance; Stage 2 technical minimum 70%; Stage 3 price (80 points) and specific goals (20 points). Maximum overall 100 points; BBBEE and other criteria provide additional points.

• Submission deadline: 11 August 2026, 12:00. Submit in a sealed envelope to PRASA’s bid box (Umjantshi House, 30 Wolmarans Street, Braamfontein, Johannesburg) or as directed in the RFQ documents (RFQ reference HO/INTERSITE/54/07/2026) (see attached RFQ PDF).
• Submission method: hard copy bid in the official forms; sealed and delivered by the stipulated time.
• Documents to complete/submit: official bid forms (SBD1 Part A), Pricing Schedule Annexure, BOQ/Price Schedule, pricing form C; JV/Consortium agreements if applicable; SARS PIN; CSD number; proof of professional registrations.
• Registrations/pre-qualifications: Tax compliance (PIN); SARS e-filing TCS option; CSD registration; professional registrations as above.
