Overview

Procurement of one service provider for plumbing repairs and maintenance at Umjantshi House for 36 months on an as and when required basis. Bidders should be experienced plumbing contractors capable of planned and corrective maintenance, 24/7 emergency standby, and management of materials, safety, and quality. Eligible bidders typically require CIDB Grade 4 SO or higher, PIRB-certified plumbers, and relevant SARS/CSD/tax registrations.

Requirements

• CIDB certificate: Grade 4 SO or higher.
• Documentation: completion of ALL RFP documents, joint venture/consortium/subcontractor agreements where applicable, and a signed draft contract.
• Tax compliance: SARS PIN/TCS; CSD number if no TCS PIN; tax clearance where applicable.
• Experience: evidence of prior plumbing projects (last 2020–2026) with minimum contract value of R3,000,000; appointment letters and reference/completion letters.
• Key personnel: at least four plumbers with Red Seal, PIRB certification, and relevant COC; CVs and certificates.
• Methodology: submit a SHE/OSH plan with required elements (organogram, risk assessments, safety policy, working at heights procedures and certification, etc.).
• Materials and pricing: supply of all materials; adherence to high-standard materials (SABS); local content thresholds (e.g., 100% on specified steel/PVC) and market-related pricing.
• Safety and quality: safety file prior to work, site access control, and independent safety/quality audits as needed; PPE compliance.
• Pre-qualification: CIDB Grade 4 SO or higher; compliance with all mandatory returnables.
• Evaluation: Stage 1 mandatory compliance; Stage 2 technical/functionality minimum 70%; Stage 3 price (80) and specific goals (20).
