Overview

CSIR invites quotes for Building 04 Painting and flooring maintenance at CSIR Scientia Campus. Suitable bidders are CIDB 1GB+ contractors with capabilities in painting, flooring (carpet), glazing, carpentry, and related works; must provide a safety file, offer a minimum 12-month workmanship guarantee, and price via the required Pricing Schedule (Annexure B). The RFQ uses an 80/20 preference point system (BBBEE, black ownership) and may be awarded to a bidder other than the highest scorer under the PPPFA framework.

Requirements

• CIDB: Registration in 1GB or higher; joint ventures allowed with lead partner meeting the requirement.
• Mandatory returnables: Annexure B (pricing), Annexure C (SBD 1), Annexure D (SBD 4), Annexure E (Preference Points form), Annexure F (Mutual NDA).
• Proofs: CIDB registration; valid tax/compliance status (SARS TCS PIN or CSD number); letter of good standing from Department of Employment & Labour (COIDA) or approved insurer; at least three contactable references or completion certificates for similar work (last 5 years); BBBEE certificate (or sworn affidavit) to claim preferential points.
• Technical: Paint and carpet technical datasheets (minimum seven-year guarantee) from supplier; CSIR safety/SHEQ safety file approved prior to works.
• Scope alignment: Annexure A details flooring (carpet replacement), painting (internal/external), glazing/putty, woodwork, and handover with warranties.
• Compliance/conditions: Attendance at compulsory briefing/site inspection; adherence to CIDB, CSD, POPI, and tax rules; CSIR may extend closing dates or amend terms; invoices require CSIR purchase order.

• Submission method: Email quotations to tender@csir.co.za, using RFQ No and Description as the subject. Do not exceed 25 MB per email; if needed, submit in multiple emails; no cloud transfers.
• Documents to submit: fully completed pricing schedule (Annexure B) and all Essential/Mandatory returnables (Annexures C–F) plus supplier references and supplier data as requested; include paint and carpet datasheets; CIDB proof; tax and CSD/PIN details.
• Pre-qualifications: CIDB 1GB+; CSD registration; SARS PIN or equivalent tax status; COIDA good standing; ensure compliance for any joint ventures.
• Briefing/site: Compulsory briefing and site inspection at CSIR Scientia, Meiring Naude Road, Brummeria, Pretoria (Building 4).
