RFQ for Occupational Health, Safety and Environmental (OHSE) Agent Services for PRASA Train Control System (PTCS) D&C Project, Kwa-Zulu Natal Region. Requirements

• OHSE firm must provide qualified staff: 50% of directors trained in SHE and SACPCMP-registered; one Construction Health and Safety Agent (PrCHSA) and SACPCMP-registered; two Construction Health and Safety Officers (PrCHSO) and SACPCMP-registered; non-South African qualifications SAQA-approved where applicable.
• PrCHSA: National Diploma/BTech in Safety Management or NEBOSH General Safety Certificate; 3 years construction experience; SACPCMP registration.
• PrCHSO: National Diploma/Degree in Health & Safety Management or NEBOSH Construction certificate; 3 years construction safety experience; SACPCMP registration.
• Timeframe: OHSE services for six months; prices fixed for duration.
• Mandatory documents (Stage 1B): valid SARS PIN; CSD number; complete all RFP documentation (SBDs, declarations, etc.); signed JV/consortium agreements if applicable.
• Technical capability (Stage 2): proven organizational OHSE experience; CVs for PrCHSA and PrCHSO; references for OHSE projects (>R350k); SAQA considered for non-South African qualifications.
• Specific goals: 80/20 pricing system; potential BBEEE points (e.g., Black Women/Youth ownership) as applicable.
• Pricing: Annexure A with hourly rates for PrCHSO, PrCHSA, and related services; travel reimbursed for Safety Officers.
