Overview

Procurement of a service provider to repair the High Voltage Warning System used by PRASA’s KwaZulu-Natal Rolling Stock, for a 36-month period. Suitable bidders are service providers with electrical/electronics repair capabilities, verified qualifications (e.g., Electrician/Trade Tested Artisan or Electronics Technician with 3+ years’ experience), and compliance readiness (SARS Tax PIN, CSD, COIDA, VAT where applicable).

Requirements

• Qualifications and experience: Proof of staff qualifications and CVs; Electrician/Electrical Fitter Trade Tested Artisan with ≥3 years’ experience, or BSc/Diploma Electronics Technician/Engineering Technician (light or heavy current) with ≥3 years’ experience.
• Compliance: Tax compliance with SARS PIN or CSD registration; COIDA good standing; VAT registration where applicable.
• Documentation: Completion of all RFQ documentation and returnable documents; JV/consortium documentation if applicable.
• Specific goals: Preference points for Black Owned (51%), Black Youth Owned, and Black Women Owned entities with evidence (CIPC/CSD verification; IDs of owners).
• Pricing and delivery: Prices in South African Rand on a fixed-price basis; complete Pricing Schedule/BOQ; 90 working days validity; CPI-based price adjustments in later years as applicable.
• Eligibility and governance: Responses must comply with PPPFA Regulations and PRASA General Conditions; National Treasury CSD requirements apply; safeguarding personal data and complaint process.
• Scope specifics: 36-month contract to repair High Voltage Warning System with on-call emergency response, safety/file requirements, and on-site workmanship standards; 6-month workmanship warranty and 30 days for electrical components.
• Delivery risk and penalties: 1% daily penalty (up to 10%) for late delivery; title/risk transfer on acceptance.
