• Tax/compliance: SARS PIN; Tax Compliance Status (TCS) where applicable; COIDA letter; CSD number if no TCS; compliance with service-of-the-state restrictions.
• Returnable documents: Completed Pricing & Delivery Schedule; Completed BOQ/Pricing Schedule; signed RFQ and SBD forms; JV/Consortium agreements where applicable.
• Registration: National Treasury Central Supplier Database (CSD) registration (foreign suppliers exempt only if no RSA entity).
• Evaluation criteria: 60% technical threshold; 80/20 price vs specific goals; specific goals include Black Women-owned and Black-owned (evidence required).
• Other: Bidders may be disqualified for non-compliance or incomplete submissions; prices in ZAR, inclusive of taxes.
