Overview

RFQ for cleaning and horticultural services at PRASA’s Cluster 3 & 12 stations (Western Cape) for 12 months. Bidders should be capable cleaning/horticultural contractors with rail-environment experience, safety management systems, and relevant registrations/certifications (see Requirements). Eligible entities must show tax/compliance status, local presence in the Western Cape, and the ability to deploy the required staffing and safety measures.

Requirements

• Mandatory compliance and certifications: COIDA good standing; SARS PIN; CSD registration number; NCCA/NCA/BEECA/CASA cleaning association certification (valid on closing); company registration documents; proof of offices in Western Cape.
• Attendance at compulsory briefing session (15 July 2026) and submission of the Briefing Session Certificate (Annexure 8).
• Complete RFQ documentation: official bid forms (not re-typed), price schedule in Annexure A, all declarations, and returnable documents; avoidance of disqualification for incomplete submissions.
• Tax and supplier controls: comply with Tax Compliance Status requirements; provide TCS PIN or CSD number; ensure compliance of all party/consortia components.
• Technical/experience: track record of similar cleaning projects (2020–2026) with client letters or completion certificates; detailed cleaning/health & safety plans; risk assessments; CVs of supervisors; staffing plan; training schedules; PPE; OHSA-aligned procedures.
• Financial capability: two years of financial statements; operating cash flow ratio thresholds; evidence of liquidity.
• Staffing and safety: 17 cleaners/supervisors for Cluster 3 and 12 (plus 10% relievers), shift patterns, and rail-environment safety measures.
• Pricing and procurement rules: fixed-price, all-inclusive pricing (labour, consumables, tools, uniforms); CPI escalation; adherence to National Minimum Wage Act; 80/20 PPPFA scoring with price and specific goals (BBEE/ownership status).
