Overview

RFQ for the once-off supply, delivery and installation of dam liners in 3 reservoirs/dam and replacement of the circulation pump for Building 6 Dam at CSIR Scientia Campus. Suitable bidders are in the construction/geomembrane sector with CIDB 3CE or higher (or capable via a JV with combined 3CE+), experience in LLDPE geomembranes, pump installations, piping and related works. Must meet CSIR procurement rules, safety/file governance, and tax/compliance requirements.

Requirements

• CIDB: registration 3CE or higher (or JV with combined 3CE+; lead partner 3CE+).
• Essential returnables (Annexure C/D/E/F) plus quotation on official letterhead; BoQ on Annexure B.
• Mandatory: valid DEL COID Good Standing letter; CIDB registration; minimum three reference letters/completion certificates (2016–date); safety file approved by CSIR SHEQ; adherence to SABS/SANS 10400 and OHS Act.
• Tax/CSD: tax-compliant status (SARS TCS PIN or CSD registration); no awards to non-compliant bidders.
• Briefing/site inspection attendance is mandatory.
• Pricing: in Rand with all taxes; include freight/insurance; use BoQ (Annexure B) and indicate any escalation/ROE.
• Evaluation: 80/20 price–preference Points (specific goals: Black Ownership 10, RDP/EME-QSE 10); CSIR may award to a bidder not scoring the absolute highest points.
• Other: confidentiality, contract terms alignment, and ability to supply/complete within the stated scope (Annexure A).
