Overview

RFQ for the Painting, removal and installation of carpet flooring Building 2A 3rd Floor at the CSIR. The CSIR invites interior finishing contractors to quote on carpet removal/installation, wall painting and related works (BoQ in Annexure B). Suitable bidders should have CIDB registration of 1GB or higher (or be able to obtain before closing), and be prepared to meet CSIR procurement and VAT/tax requirements.

Requirements

• CIDB registration: 1GB or higher class of construction works (or capable to obtain prior to closing); for Joint Ventures, each party must be CIDB-registered and lead partner meeting requirements (Annexure A).
• Returnable documents: fully completed Annexure B (Bill of Quantities) plus Annexures C (SBD1), D (SBD4), E (Preference Points), F (Mutual NDA) and CIDB proof; two contactable reference letters or completion certificates (last 5 years); valid letter of good standing from DoE or approved insurer.
• Compliance: tax compliance (SARS PIN or CSD registration); registration on the Central Supplier Database; not listed on NT Restricted/Tender Defaulters lists.
• Scope specifics: pricing in ZAR with all taxes, including freight/insurance; 12-month workmanship warranty and manufacturer warranties; waste disposal certificates.
• Evaluation: adherence to essential/mandatory documents; CIDB requirements; 80/20 price-preference points system.

• Submission deadline: 22 July 2026 at 16:30; enquiries by 17 July 2026 at 16:30 (RFQ 6732/22/07/2026) (see RFQ details in Annexure C).
• Submission method: electric submission to tender@csir.co.za; subject must include RFQ number and description; max 25MB per email (larger bids may be split into multiple emails) (Annexure C).
• Documents to submit: Annexure B (BoQ), Annexure C (SBD1), Annexure D (SBD4), Annexure E (Preference Points), Annexure F (NDA); CIDB proof; tax compliance or CSD details; two reference letters; DoE good standing letter; BBBEE documentation to claim preferences.
• Pre-qualifications: CIDB registration; tax compliance status; CSD number; BBBEE status if claiming points (Annexure E).
• Site/briefing: site meeting not indicated; no briefing requirement specified.
