Overview

Provision of Agreed-Upon Procedures (AUP) Audit Services for an Internationally Funded Grant Agreement. CSIR invites quotations from independent external auditors to perform AUP on a EU-funded grant under the CFS Terms of Reference (Annex G) with an audit completion target of 22 October 2026 (Annexure A). Bidders should be qualified audit firms or practitioners with EU-grant experience, and must meet independence requirements and professional standards.

Requirements

• Independent external auditor or public officer; comply with ISRS 4400, IESBA independence, and ISQC 1.
• Appointment must be signed and evidence provided in line with the CFS ToR; findings must be based on the agreed-upon procedures checklist.
• IRBA registration and numbers (Annexure C).
• Tax compliance: SARS PIN/TCS or CSD registration as applicable; tax-compliant status required.
• Central Supplier Database (CSD) registration where applicable.
• Essential returnables: Annexure C (SBD 1), Annexure D (SBD 4), Annexure E (Preference Points Form), Annexure F (NDA); Pricing Schedule (Annexure B).
• Pricing in ZAR, including taxes; use Pricing Schedule with notes for deviations (Annexure B).
• Compliance with EU grant ToR, including ISRS 4400, ethics, and independence; no modification of ToR or templates.
• Audit scope and delivery per Annexure A and Annexure G; completion by 22 October 2026.
• Submissions must be electronic, via tender@csir.co.za; 90-day RFQ validity; email size limit 25MB; RFQ number 6771/07/10/2026.
