Overview

RFQ for appointing a qualified service provider to facilitate a one-off PFMA guidelines, advanced Excel, and negotiations training to PRASA employees. Eligible bidders are service providers with PFMA, Excel, and Negotiations training capabilities and must hold accredited qualifications. Required accreditations include PFMA (QCTO/SETA) and facilitator accreditation for each training, with proof aligned to SAQA IDs (PFMA: 377913; Excel: 116943; Negotiation: 13948).

Requirements

• Accreditation: proof of QCTO/SETA accreditation for PFMA, Excel, and Negotiation; facilitator accreditation for each training.
• Evidence of accreditation for each training; where applicable, participation limited to trainings the bidder is accredited for.
• Tax/compliance: SARS PIN/TCS or CSD registration; tax compliance status; complete returnable documents.
• Documentation: complete SBD forms (SBD1, SBD4, SBD6.1), pricing schedule (see Master RFQ For TRAINING 13-10-2026.pdf), IDs for directors, B-BBEE certificate/affidavit, CIPC docs; joint ventures must submit applicable agreements.
• Eligibility: not in the state’s service; comply with PFMA SCM rules and GCC; adhere to funding contingency terms.
• Specific goals: B-BBEE level 1+, Black Women Owned, Black Youth Owned (points possible).

How to Apply

• Submission deadline: 28 October 2026 at 12:00; late bids not accepted.
• Submission method: hand-delivered in a sealed envelope to 65 Masabalala Yengwa Avenue, PRASA Regional Office Foyer, Durban (as per attached RFQ).
• Documents to submit: official bid response forms, Pricing Schedule (see Master RFQ For TRAINING 13-10-2026.pdf), SBD1, SBD4, SBD6.1, SARS PIN/TCS or CSD number, CIPC/ID documentation, B-BBEE certificate/affidavit, JV/trust documentation if applicable.
• Registrations: self-register on the National Treasury Central Supplier Database (CSD); provide CSD number or SARS PIN/TCS; provide proof for each party in a JV.
• Funding contingency: award subject to budget allocation; PRASA may cancel if funding is not secured; bidders acknowledge potential funding-related risk (Special Conditions: PFMA funding contingency).
