Overview

RFQ for the Cloudflare annual business subscription license for the National Lotteries Commission (NLC). Bidders should include IT/security vendors with Cloudflare licensing capability, cyber-security or network services expertise, and valid CSD and tax credentials.

Requirements

• Valid Central Supplier Database (CSD) registration and tax compliance; provide CSD Summary and SARS PIN.
• POPIA compliance: complete and submit POPIA consent forms; privacy responsibilities outlined in the RFQ.
• Proof of B-BBEE status (certificate or sworn affidavit) and adherence to specified ownership goals.
• Ability to supply Cloudflare annual subscription license covering two NLC domains/subdomains with required features (WAF, PCI/SOC2 Type II, bot detection, SSL, uptime SLA, custom nameservers, etc.).
• Compliance with PPPFA 2022 (80/20) and related evaluation criteria; ability to support the 80/20/Specific Goals framework.
• If in a JV/consortium, provide JV agreement; separate TCS/TAX/compliance for all parties; ensure mandatory forms (SBDs) are completed.
