Overview

Appointment of a service provider to supply, implement, configure, train, support and maintain a cloud-based Electronic Board Portal Solution (15 named user licences) for the National Lotteries Commission for five years. Bidders should be experienced in governance/board portals, data migration, cloud deployments, and strong IT security and compliance (PFMA, POPIA, PAIA, ECT Act, ISO 27001), with capability to integrate with Microsoft 365 and related enterprise systems.

Requirements

• Enterprise Electronic Board Portal with 15 named licences, cloud-hosted; five-year subscription.
• Experience in implementation, data migration (historical packs, agendas, minutes, governance docs) and post go-live support.
• Strong cybersecurity and data governance: MFA, RBAC, encryption, audit logs, off-line access, disaster recovery readiness; POPIA/PAIA compliance.
• Data residency in the Republic of South Africa; future secure API integrations (Microsoft 365/Entra ID, DMS/Records Management, ERP, Outlook/Teams).
• Compliance with PFMA, Treasury Regulations, King IV, NLC ICT governance and ISO 27001 alignment.
• Deliverables include migration validation, training, manuals, SLAs, DR/BCP, and exit plan.
