APPOINTMENT OF SIX SERVICE PROVIDERS FOR CLEANING OF RAIL RESERVE IN THE GAUTENG REGION ON AN “AS AND WHEN” REQUIRED BASIS FOR A PERIOD OF THIRTY-SIX (36) MONTHS. Bidders with rail-area cleaning experience and the ability to mobilize six concurrent teams across six Gauteng corridors should bid. Requirements

• Six separate contracts covering six rail corridors in Gauteng; scope per Annexure 4.
• Workforce: not less than 15 personnel per site (1 Site Supervisor, 3 Flagmen, 10 General Workers, 1 Health and Safety Officer).
• Cleaning cadence: remove litter within railway reserve at least once per month, targeting at least 10,000 m2 (1 ha) per area per month.
• Safety/compliance: full on-site safety plan, PPE, on-site Safety Officer, and 3 flagmen per team; adherence to health, safety and environmental regulations.
• Equipment/materials: contractor supplies all required equipment and bags; no burning of litter; proper disposal at legal dumps.
• Governance: consortia/JVs may bid; if forming a JV, a signed agreement or intent to sign is required.
• Compliance: tax compliance (SARS), CSD registration, and potential TCS/PIN verification; bid validity 90 working days.
• Documentation: two sealed volumes (technical/compliance and financial); required forms (SBDs, Form C pricing, Annexures 1–5); contract draft and site-briefing certificates. Penalties for delays apply (as per contract).
• Security/other: PSIRA-related screening only if relevant to the bid type; confidentiality and anti-collusion obligations apply.
