Overview

This RFQ seeks service providers to deliver a comprehensive organisational redesign analysis, inclusive of job evaluation and salary benchmarking reports for Trade & Investment KwaZulu-Natal. Suitable bidders are legally registered consulting firms with proven experience in organisational diagnostics, future-state design, job evaluation and grading (Paterson system), salary benchmarking, and implementation planning; public-sector or SOE experience is advantageous. The project spans six months with phase reports and an implementation roadmap.

Requirements

• Mandatory accreditation with relevant bodies; provide certificates on official letterhead.
• Professional registration of key personnel (Project Manager/HR Specialist, Work Study/Organisational Development Specialist, Remuneration Specialist) with recognised bodies; supply proof.
• Administrative/compliance: proof of registration on CSD or SARS PIN; complete SBD4, SBD1, POPIA consent; submit SBD6.1; provide company profile.
• Functionality: meet Phase 1 admin/mandatory requirements and achieve at least 70% in Phase 3 functionality criteria (technical approach, key personnel, prior similar projects, workplan).
• Phase 3 criteria require demonstrated organisational redesign, job evaluation, salary benchmarking experience (public sector or comparable), with deliverables and stakeholder engagement clearly described.
• Tax compliance verification (CSD/SARS) prior to award; confirm black-ownership to claim specific-goals points (CSD/BBBEE evidence).
