REQUEST FOR TENDER [RFT] FOR THE APPOINTMENT OF A SERVICE PROVIDER TO FOR THE PROVISION OF DISPOSAL OF SLOPS/HYDROCARBONS AT SANPC REFINERY OVER A PERIOD OF SIX (6) MONTHS.Closed

Overview

This tender seeks the appointment of a service provider to dispose of slops/hydrocarbons at SANPC Refinery for six months. Suitable bidders are those with hazardous-wre disposal/tanker logistics capability, familiarity with SANS 10231 (operational requirements) and Dangerous Goods regulations, and South African trading and tax compliance. Access to SANPC requires on-site PPE and ID, and a compulsory site briefing prior to submission (16–17 June 2026) (see For Issue.pdf).

Requirements

• Valid SA trading license (Wholesale) issued by the Department of Mineral Resources and Energy.
• Transport provider must comply with SANS 10231 for dangerous goods, have roadworthy vehicles, and drivers with PrDP-D endorsements.
• Tax and supplier pre-qualification: valid SARS Tax Compliance Status or Central Supplier Database (CSD) number; BBBEE documentation; returnable SARS status (see SBD1, SBD4, SBD6.1 forms).
• Per-tank pricing schedule and overall pricing on a per-kilogram basis (Annexure A, Annexure B).
• Bidder may be subject to due diligence and post-tender negotiations; non-compliance or collusion grounds for disqualification.

Notes: Evaluation uses phased approach (mandatory requirements, technical, then price plus goals) with 80/20 or 90/10 preference depending on contract value; specific empowerment goals (HDI, black ownership, women, youth, disability) affect scoring (see Annexure B/D).
