REQUEST FOR TENDER [RFT] FOR THE APPOINTMENT OF AN INDEPENDENT MULTI-DISCIPLINARY SERVICE PROVIDER TO DEVELOP THE PETROLEUM SECTOR DEVELOPMENT PLAN FOR SOUTH AFRICA.

Overview

Procurement of an independent multi-disciplinary service provider to develop the Petroleum Sector Development Plan (PSDP) for South Africa. Bidders should have multi-disciplinary petroleum sector expertise (baseline diagnostics, scenario modelling, system/infrastructure planning, policy/regulatory design, stakeholder engagement, governance, and investment/financing planning) and be able to deliver across the PSDP phases 1–5. Returnable prerequisites include SARS tax compliance, BBBEE, and CSD registration.

Requirements

• Valid SARS tax compliance status with electronic verification PIN.
• BBBEE affidavit/certificate.
• CSD Summary Report or CSD supplier number.
• Demonstrated experience as an independent multi-disciplinary industry expert in petroleum sector planning (baseline assessment, scenario modelling, infrastructure planning, policy design, stakeholder engagement).
• Ability to operate under the PSDP framework and deliver phases 1–5; willingness to undergo due diligence and security screening if required.
• Compliance with all RFP instructions, confidentiality, and signing powers (see Part 4/5) and submission of all returnable documents.
• Proposal validity of 120 days from closing date (03 March 2027).
