Overview

Procurement of a service provider to deliver risk management workshops and risk mapping services for 36 months. Open-tender by CEF (SOC) Ltd. Target bidders are qualified risk management professionals or firms with accreditation (e.g., IRMSA or Compliance Institute SA), capable of facilitating executive-level risk workshops, mapping strategic risks across multiple CEF subsidiaries, and delivering risk registers and reports. Requirements

• Lead must be a certified Risk/Compliance professional with valid accreditation (IRMSA or Compliance Institute SA) and provide copies.
• Lead qualification: NQF level 7+ in Risk Management/Law/BCOM with risk focus; 10+ years’ experience; CV and qualification proof.
• Team: combined 6+ years’ experience in risk mapping, identification, assessment, dashboards, and reporting; CVs and job descriptions.
• Deliverables include risk workshops, risk registers, and risk reports for all subsidiaries and the group.
• Mandatory reference letters (5+; signed, dated, client letterhead) demonstrating relevant work.
• Returnable documents: valid SARS Tax Compliance status or TCS PIN; BBBEE affidavit/certificate; CSD summary; address proofs.
• Pricing: fixed, firm fees inclusive of VAT; specify hours, rates, names/skills of assigned personnel; include disbursements and fee cap.
• Evaluation: Phase 1 mandatory requirements; Phase 2 technical with minimum 60% threshold; Phase 3 price and specific goals (preferences).
• Specific goals: potential points for black-owned, women-owned, youth-owned, disability-owned enterprises; adjust per 90/10 or 80/20 system as applicable.
