REQUEST FOR TENDER [RFT]: THE APPOINTMENT OF SERVICE PROVIDER FOR COMPRESSORS HIRE SERVICES AT THE SANPC REFINERY FOR 36 MONTHSClosed

Overview

The appointment of a service provider to hire mobile compressors for SANPC Refinery for 36 months, including maintenance, on-site support and related services. Bidders should have proven experience in mobile compressor hire, on-site maintenance, refinery/project support, and compliance with OHSA and relevant SANS standards.

Requirements

• Valid OHSA compliance and SANS codes (SANS 12100:2013, SANS 347); contractor must hold a permit to transport compressors on public roads; ensure safety devices and leak-free, roadworthy units.
• Complete maintenance support: a dedicated crew with contingency plan; turnaround delivery time of 24 hours; breakdown response within 4 hours with replacement if needed.
• Technical qualifications: technician assigned to SANPC Refinery must have 6+ years’ compressor repair experience; provide CV listing clients; submit reference letters.
• Documentation/compliance to return: valid SARS Tax Compliance Status or CSD number; BBBEE affidavit/certificate; lease/utility proofs; CSD Summary Report; returnable documents must be submitted.
• Mandatory inspections and certifications: copies of inspection/test documents for safety relief valves, pressure vessels, and pressurized hoses; compensation fund certificate; technician trade certificates.
• Evaluation: minimum technical threshold of 70% to be eligible for award; assessment includes technician experience and client references (see Annexure B).

• Documents to submit: all returnable documents (SARS Tax Compliance PIN or CSD, BBBEE, CSD Summary, lease/utility proof), SBD1, SBD4, SBD6.1, Part 3 Proposal Form, pricing schedule (Pricing Schedule.xlsx), and related certificates (see 3, 4, 5, 7).
• Pricing: complete the Pricing Schedule (Pricing Schedule.xlsx) with 3-year totals (see 7. Pricing Schedule.xlsx).
• Pre-qualification: provide Tax Compliance Status or CSD details; ensure no disqualifications due to state employment, or restricted suppliers (as per SBD4 and SBD1).
