REQUEST FOR THE ESTABLISHMENT OF A PANEL OF SERVICE PROVIDER(S) FOR THE SUPPLY, PACKAGING, DISTRIBUTION AND CATALOGUE MANAGEMENT OF CAPS-COMPLIANT FET PHYSICAL SCIENCES TEACHING

Overview

The North West Department of Education seeks to establish a panel of service providers to supply, package, distribute and manage a CAPS-compliant FET Physical Sciences LTSM catalogue for Grades 10–12 over three years (2026/2027–2028/2029). Bidders should have capacity in educational LTSM supply, catalogue management and nationwide school delivery, with CAPS alignment and provision across four NW districts.

Key deliverables include a CAPS-aligned catalogue (printed and electronic), stock maintenance, packaging and direct distribution to qualifying schools, and price standardisation for the four districts (Ngaka Modiri Molema, Dr Ruth Segomotsi Mompati, Bojanala, Dr Kenneth Kaunda). The contract runs for three years with CPI-based price escalations in Years 2–3 and the possibility of appointing multiple providers (districts or province-wide).

Requirements

• CAPS-aligned FET Physical Sciences LTSM for Grades 10–12; catalogue management (printed and electronic) with item codes and unit prices; delivery to schools.
• Compliance with GCC/SCC; adherence to PFMA and procurement rules; bid documents (SBD forms) completed, sealed and submitted.
• Tax and supplier compliance: Tax Compliance Status (TCS) PIN or CSD registration; VAT registration; full CSD report; evidence if part of a JV/consortium.
• Demonstrated experience in delivering educational LTSM, MST resources or similar; provide project evidence (awards/POs/invoices/completion certificates).
• Performance requirements: 100% delivery with 30-working-day lead times; delivery to schools per Purchase Orders; penalties for delays or partial delivery; sample presentation required if shortlisted; price schedule completed (VAT inclusive).
• Evaluation: Stage 1 admin; Stage 2 functionality (minimum 75%); Stage 3 samples; Stage 4 price and specific-goal preferences (80/20 or 90/10); Stage 5 consolidated decision.
