REQUEST TO PROCURE THE SERVICES OF A PROFESSIONAL VALUER FOR THE PROVISION OF PROPERTY VALUATION SERVICES IN RESPECT OF TWENTY-NINE (29) PROPERTIES AS PER SPECIFICATION FOR THE EASTERN CAPE DEPARTMENT OF PUBLIC WORKS AND INFRASTRUCTURE

Overview

Procurement of professional valuation services for twenty-nine properties in the Eastern Cape by the Department of Public Works and Infrastructure. Bidders should be registered Professional Valuers (Professional Valuer or Professional Associate Valuer) with the South African Council for the Property Valuers Profession (SACPVP) and must meet tax and supplier pre-qualification checks; registration on the Central Supplier Database (CSD) or a SARS Tax Compliance Status (TCS) PIN is required.

Requirements

• Registered Professional Valuer or Professional Associate Valuer with SACPVP (Property Valuation Act, 2014).
• Proof of active SACPVP registration and compliance with the Valuer act.
• Tax compliance: SARS TCS PIN or CSD registration; separate TCS/PINs for consortia or subcontractors.
• Registered on CSD prior to award; complete SBD forms (e.g., SBD1, SBD4) and Annexures; provide resolutions to sign where applicable.
• Deliver three original, signed valuation reports for 29 properties with attachments (photos, deeds, diagrams) and mentorship to department candidates.
• Obtain and maintain appropriate insurance and indemnities as per contract; comply with GCC and any special conditions.

• Closing date/time: 02 November 2026 at 11:00. Bids to be deposited in the bid box at the Department of Public Works & Infrastructure, Qhasana Building, Bhisho; late bids not accepted.
• Submission documents: complete and submit official forms (SBD1 Part A/B, SBD3.1 Pricing Schedule, SBD4 Disclosure, Annexure A Resolution to Sign, SBD6.1 for specific goals). Submit pricing in the SBD3.1 schedule and ensure 60-day bid validity.
• Documents to obtain: bidding documents downloadable from www.ecdpw.gov.za/tenders (Tender Document HO5-26/27-0045). If not attached, retrieve pricing and specification details from the same site (Tender Document).
• Registrations: CSD or SARS TCS PIN; SACPVP registration; tax and vendor compliance checks; each joint venture/consortium must provide separate TCS/CSD where applicable.
• Briefings: Department may request presentations/demonstrations from shortlisted bidders; briefing session details not specified as mandatory.
• Deliverables: three original valuation reports with required attachments; mentorship records; presentation of findings to DPWI; three copies to the Director and Head Office as specified in the scope.
