Overview

Rand Water seeks a professional service provider to deliver Research and Advisory Services for the Finance Environment, to enable a future-fit, insights-driven finance function. Bidder should have strong Finance transformation, ERP/technology advisory (e.g., Oracle), governance, data analytics, and talent development capabilities, with public sector experience. The service provider must be an established research organisation with a verifiable client base of 5,000+ enterprises and offer 3 user licenses. Compliance factors include B-BBEE (SANAS certificate or sworn affidavit), COIDA, and VAT considerations.

Requirements

• Evidence of previous related Finance transformation engagements (signed reference letters or completion certificates with project details).
• Demonstrated HR capacity: project team organogram showing PM, Accounts Manager, relevant SMEs, and clear reporting lines.
• Demonstrated equipment/resource capacity: On-Demand Research Tool, Governance/Risk/Audit frameworks, and AI capability (e.g., chatbot).
• A detailed Work Breakdown/Project Programme with clear durations and timelines.
• Mandatory compliance documents: SBD 4 (Declaration of Interest), Company Resolution Letter, COIDA Certificate; B-BBEE documentation (SANAS certificate or sworn affidavit for EMEs/QSEs); VAT registration status; Tax compliance status.
• Eligibility threshold: bidders must meet a minimum functionality score of 70% to proceed to price evaluation; price is evaluated on an 80/20 basis.
