Overview

Appointment of a Service Provider to retrofit street lights, air conditioners, fluorescent lights, smart meters and to certify EPCs. Bidders should have CIDB 3EP or higher and be registered on the CSD with Tax Compliant Status, plus provide a Certificate of Good Standing from their local municipality, to participate in this open tender.

Requirements

• CIDB contractor grading designation of 3EP or higher
• Registered on the CSD Supplier Database with Tax Compliant Status
• Certificate of Good Standing from local municipality
• Compliance with Blue Crane Route SCM policy; complete all tender forms and data sheets; submit all supplementary information
• Non-refundable tender deposit of R300 before collection of the tender document
• Compulsory briefing on 09 September 2026 at 10:00 at the Town Hall, Somerset East (briefing is mandatory; late arrival >15 mins denied)
• Sealed bid in a clearly marked envelope; no late, unsigned, facsimile or electronic submissions
• Bid validity period: 90 days
• Evaluation: 80/20 split (80 for price, 20 for Specific Goals). Specific Goals: HDI status, Race, Gender, Disability, Youth; Locality of enterprise within BCRM, Sarah Baartman District, Eastern Cape, South Africa
• Evidence for Specific Goals required to claim points; Section 4.4 Authority of Signatory must be completed
• Bids may be opened publicly and the Municipality may accept the whole or part of the bid

• Documents to submit: completed tender forms, data sheets, supplementary information, and compliance documents; ensure Section 4.4 Authority of Signatory is completed; evidence for HDI/Specific Goals
• Pre-qualifications: CIDB 3EP or higher; CSD registration; tax clearance; Good Standing from local municipality
