Requirements

• Mandatory compliance and documentation (all compulsory):

• Experience and team qualifications:
  • Minimum team: Tariff Specialist, Financial Modelling/Management Accounting, Water/Sanitation Economist, Water Services Engineer, Legal/Regulatory Specialist; at least three comparable completed projects with client references.
• Deliverables and IP:
  • Inception report, regulatory/compliance analyses, full cost-of-supply and cost allocation methodologies, multi-year tariff model (fully Excel, unlocked), DWS submission pack, governance/implementation roadmap, knowledge transfer, and training.
  • All tariff models and data become Johannesburg Water property; models must be fully editable and not password-protected.
• Evaluation and conditions:
  • 80/20 price vs. goals scoring; PPPFA 2022 compliance; CSD registration; adherence to regulatory/by-law alignment; data protection and confidentiality.
• Additional: adherence to data security, privacy, and quality/acceptance requirements; mandatory site briefing (where applicable).
