Overview

Review, Consolidation and Implementation Support for the Durban Climate Change Strategy (DCCS 2027) and Climate Action Implementation Programme is being procured by eThekwini Municipality (Environmental and Sustainability Management) to provide climate strategy review, consolidation and implementation support. Suitable bidders are climate-change consulting firms or multidisciplinary teams with governance, monitoring, and implementation experience.

Requirements

• Minimum functionality score of 70/100 across criteria: Technical Merit, Relevant Knowledge & Qualifications, Relevant Experience, Methodology, and Project Plan. (SCT sections define scoring and documentation.)
• Project Lead must hold a recognised relevant tertiary qualification; Key Specialists must have appropriate qualifications and multidisciplinary coverage; evidence via CVs, qualifications and professional registrations where applicable.
• Demonstrate verifiable outputs (publications/technical products) and experience delivering climate strategy/action planning, governance, monitoring, funding, and implementation support.
• Returnable documents include: SARS Tax Compliance Status PIN or Tax Clearance; CSD registration (one per JV party); MBD 4/5/6.1/8/9 forms; Joint Venture agreements if applicable; Official Tender Form; Authority of Signatory; proof of VAT status; municipal fees declaration; and proof of professional registrations.
• Tender validity and procurement rules: tenders remain valid for 120 days (and may extend), and the Municipality may negotiate with preferred bidders; the process follows SCM policy and Preferential Procurement Act; minimum requirements apply to pre-qualifications and documentation.
