Overview

Procurement of a comprehensive review and update of the NYDA Risk Management Division’s policies, frameworks, strategies and plans. Bidders should be experienced in risk management policy review, governance, compliance, internal audit, business continuity, legal/regulatory compliance, and related public-sector governance; CSD registration is mandatory.

Requirements

• Demonstrated experience reviewing risk management policies, frameworks, strategies and plans, with relevant governance and compliance expertise.
• Provide a proposed project team with positions, detailed CVs, qualifications, and evidence of relevant experience.
• Submit at least three signed reference letters (last 3 years) on client letterhead demonstrating policy reviews related to risk management, governance, compliance, etc.
• Complete and submit SBD forms: SBD1 (Invitation to bid), SBD4 (Bidders Disclosure), and SBD6.1 (Preference Points Claim Form).
• Pricing: provide a completed pricing schedule and proof of BBBEE status (BBBEE Certificate or sworn affidavit).
• Tax/registration: proof of SARS Tax Compliance Status (PIN) or TCS; if no TCS, provide CSD number; if part of a consortium, each party must provide separate TCS/CSD.
• Compliance: bidders must be in good standing with SARS/CSD; no procurement conflicts; adhere to PPPFA 80/20 or 90/10 preference framework with specified goals (Youth/Women/Persons with disabilities).

  • Complete SBD1, SBD4, SBD6.1 forms; pricing schedule; project team CVs; three reference letters.
  • Proof of BBBEE status; SARS PIN/TCS or CSD details; evidence of good standing with SARS/CSD.
  • Any required signatures and proof of authority for the bid.
