Overview

The RFP seeks the appointment of commercial companies for the commercial bulk leasing of EHC residential rental units to accommodate qualifying employees. Suitable bidders include commercially capable entities (employers, corporate institutions) with capacity to lease, manage, vet tenants and perform affordability assessments for a bulk residential portfolio.

Requirements

• Portfolio: approximately 1,432 units (bachelor/studio to 3-bedroom) available subject to eligibility and affordability.
• Vetting: all proposed employees must undergo EHC’s tenant vetting and affordability assessment.
• Evaluation: proposals evaluated in three stages; minimum 80/100 functionality score required; price is not evaluated.
• Commitments: proposal validity for 120 days; compulsory briefing (6 Oct 2026) and a 20-minute methodology presentation (plus 10 minutes Q&A).
• Submission: proposals must be hand-delivered by 27 Oct 2026 11:00 to the Germiston delivery point, with a signed submission register (sealed envelope, marked EHCCBL/009/2026).

• Attend the compulsory briefing: 6 October 2026 at 11:00, Airport Park Ext 2 Complex, Cnr Galway Street & End Street, Germiston.
• Submit proposals by 27 October 2026 11:00, hand-delivered to Cnr Victoria Street and Linton Jones Street, Germiston (next to the fire station); use a sealed envelope and sign the submission register.
• Present methodology if shortlisted (20-minute presentation, then 10 minutes for questions) as part of Stage 3 evaluation.
