Overview

RFP to appoint a service provider to manufacture, supply and deliver a heavy-duty oil containment boom for SANPC Saldanha Terminal and OPC. Bidders should be manufacturers or suppliers of heavy-duty inflatable oil containment booms, with proven capability in design, fabrication, testing, and delivery of such equipment, and comply with SANPC’s governance (e.g., ISO 9001:2015, BBEE). Minimum scope includes 20 sections of 50m booms, 4 inflator nozzles and 10 spare valves. Refer to Annexure A1/A2 for detailed specs.

Requirements

• ISO 9001:2015 quality certification; supporting reference letters for relevant projects (heavy-duty booms) within 10 years.
• Detailed project plan with schedule (Gantt or equivalent) and delivery timing (10–11 weeks post Purchase Order; up to longer windows per schedule).
• Fully completed price schedule, CSD registration number, and compliance with scope of work and bid-elimination criteria (Annexure A1/A2).
• BA/BBEE participation: Annexure A1–A3, with specific goal points (e.g., Black-owned, Black women-owned); valid BBEE certificate or sworn affidavit.
• Compliance with SANPC terms (Annexure A3) and related procurement conditions; adherence to POPI, tax compliance, and CSD requirements.
• Returnable documents and forms as listed in Part 5 of the RFP (SBD forms, SBD1, etc.).
