Overview

The procurement is the appointment of an accredited service provider to operate the Shared Clothing and Textile Production and Training Facility in the Amajuba District, KwaZulu-Natal for 24 months. Bidders should have FP&M SETA or QCTO accreditation for Clothing and Textile, experience with MSME incubation and facility operations, and ability to implement ISO 9001. They must also meet Treasury CSD and SARS tax compliance requirements.

Requirements

• Valid FP&M SETA or QCTO accreditation for Clothing and Textile.
• Registration on the National Treasury Central Supplier Database (CSD) and good standing with SARS (SARS PIN or CSD number where applicable).
• Tax compliance and ability to provide required tax documents; separate PINs for joint ventures/sub-contractors.
• Attendance at the compulsory briefing session (18 June 2026, 10:00, Site 9, Madadeni Industrial Estate, Newcastle, KZN).
• ISO 9001 accreditation within the first 12 months of operation.
• Relevant senior personnel and CVs for required roles (Centre Manager, Clothing/Textile Expert, Marketing Officer, Finance Officer, Admin, etc.) with specified qualifications.
• Evidence of ability to deliver across governance, operations, training, and MSME incubation; references and project experience (thresholds in the evaluation criteria).
• Compliance with SBD forms, declaration of interest, and other standard bid prerequisites.
