Overview

RFQ 1037/2026 seeks to source, deliver, configure, install and integrate Spine-Leaf network infrastructure to upgrade Parliament’s on‑premises and Azure-connected ICT network, ensuring interoperability with the existing Juniper ecosystem. The successful supplier must be Juniper Elite and deliver per the Annexure A BOM to the Parliament datacentre at 90 Plein Street, Cape Town. Bidders should have Juniper certification and relevant spine‑leaf/network‑infrastructure experience. Bidders must be registered on the Central Supplier Database, submit a Declaration of Interest, provide a tax PIN and VAT details, and supply the supporting documents specified in the RFQ.

Requirements

• Juniper Elite status and ability to design, supply, install and integrate Spine-Leaf topology with Juniper gear (QFX5120 series) per Annexure A.
• Supply, deliver and configure Spine-Leaf hardware and licenses listed in Annexure A to the Parliament datacentre (90 Plein Street, Cape Town).
• Compliance with Parliament’s SCM policy; avoidance of collusion; complete RFQ documents, signed Declaration of Interest, and VAT registration details.
• Registration on Central Supplier Database (CSD) and provision of tax PIN, VAT details, and required supporting documents; provide references for similar work.
• Quotes must be on company letterhead; no use of Parliament logo; and Parliament reserves rights on award and pricing negotiations.
• Prohibition of conflicts of interest and adherence to the declaration process for 3 months validity.
