Overview

Provide online training on Apply Principles, Regulations and Legislation underlying Supply Chain Management in the Public Sector. The RFQ is issued by the Department of Forestry, Fisheries & Environment (DFFE) for bidders to deliver an accredited online SCM training course (Unit Standard 119345, NQF 5, 15 credits) over 5 days. Requirements

• Accreditation: proof of accreditation with PSETA or TETA or other SETAs.
• Documentation: formal quotation on company letterhead; include VAT per item, CSD (MAAA) number, accurate banking details; complete SBD 4 and SBD 6.1; CSD report.
• Tax and registration: comply with tax obligations; provide SARS PIN or TCS where applicable; if using CSD, provide CSD number; no bids from state employees or related restrictions.
• Evaluation: 80/20 preference system for bids up to R50 million; 20 points for specific goals (ownership by Black people, Women, or people with disabilities >50%).
• Specific goals proofs: complete SBD 6.1, medical certificate for disability claims, SANAS/CIPC BBEE documentation or sworn affidavit, Ownership Certificate; non-submission equals no points.
• Privacy: comply with POPIA; handle respondent’s personal data confidentiality.
• Delivery and contract: no delivery before official purchase order; prices must be firm and VAT-inclusive; DFFE may negotiate price or reject non-compliant bids; 90-day bid validity.
• Annex A specifies training details and accreditation requirements.
