RFQ: DSBD IMPLEMANTATION EVALUATION OF THE MSME FOCUSED LACALISATION POLICY

DSBD is procuring an Implementation Evaluation of the MSME-Focused Localisation Policy. The Department of Small Business Development invites service providers to quote for the design, data collection, fieldwork, analysis and reporting required to assess how the policy has been implemented across nine provinces, as detailed in Annexure A/Terms of Reference. Bidders must be a registered legal entity with CSD and show proven government-evaluation experience, including implementation evaluations, with the ability to meet SCM requirements. Evaluation will weigh price and specific goals (BBBEE ownership, SMME size, spatial location, youth, and other targets). Deliverables include inception report, data collection instruments, stakeholder engagement, fieldwork, and final/partner reports, with outputs owned by DSBD and subject to POPIA/confidentiality rules.**
