RFQ: REVIEW OF ANNUAL FINANCIAL STATEMENTS OF KLM FOR 2025/26Closed

Overview

RFQ for independent review of Kouga Local Municipality’s 2025/26 Annual Financial Statements (GRAP) and presentation to the Audit Committee. Open to auditing firms with CA(SA) and/or CIA qualifications, IRBA registration, GRAP knowledge, and local-government audit experience. The objective is a written review with a 3-day turnaround.

Requirements

• Core team with CA(SA)/CIA; leadership of at least 2 with relevant qualifications; supporting staff with BCom/ND/Equivalent.
• Firm or individual IRBA registration; proven local government GRAP auditing experience.
• Declaration of independence; submission of working papers; reportable to Audit Committee; virtual presentation; no on-site requirement.
• Compliance documents: tax (TCS PIN or SARS e-Filing), CSD number if no TCS, BBBEE documentation, company/partnership registrations, municipal billing clearance, and related pre-qualification docs.
• Complete pricing schedule; all costs inclusive; rates not higher than Auditor-General benchmarks; inclusion of travel/disbursements.
• Ability to provide letters of recommendation, CVs for core/consultants, and organizational profile.

• Submission method: Electronic submission accepted; original hard copy plus a copy on USB/SD Card; tender box at Kouga Municipality, Woltemade Street, Jeffreys Bay (Room 122).
• Documents to submit: MBD forms (e.g., MBD6.1, MBD9), Form of Offer and Acceptance, pricing schedule, tax clearance/PIN/CSD, BBBEE documentation, company profile, CVs, and client references (as per the RFQ).
• Registrations/pre-qualifications: SARS TCS PIN or CSD number; proof of tax compliance; BBBEE affidavit; central database status verification.
