Overview

RFQ: Supply, delivery, and installation of festive season lighting for Kouga Local Municipality. The scope covers supply and delivery of festive season figurines, rope lights, outdoor fairy lights, and garland; installation around the main Jeffreys Bay Beach, plus transport of 35 figurines from the Tourism Storeroom to site, with material delivered to the Kouga electrical workshop. Only one service provider will be appointed, material to be delivered within 3–4 weeks after order, and submission will be evaluated on an 80/20 price–specific-goals basis under an open tender. Submission deadline is 21 October 2026; electronic submissions are accepted; briefing address provided as 16 Woltemade Street, Jeffreys Bay; validity period 90 days.

Requirements

• Fully complete and sign all tender documents in ink; original hard copy and a copy on USB/SDCard/CD required; ensure identical electronic version.
• Tax compliance: SARS Tax Clearance Status / PIN (TCS) and indicate VAT status; separate TCS for JV/consortia; if no TCS, provide CSD number.
• National Treasury Central Database Summary Report and latest Municipal Billing Clearance Certificate; certified ID copies.
• Submit required bidding documents (e.g., MBD7 contract form, MBD6.1, Declaration of Interest, etc.) and certificates as applicable.
• B-BBEE status: provide B-BBEE certificate or sworn affidavit to claim specific-goal points.
• Certifications and pre-qualification: no bids from persons in the state service; complete Declaration of Interest and related forms; adherence to GCC and Kouga SCM policies.
• Documentation available on e-Tender and Kouga website; pricing schedule and full specifications are part of the RFQ (pricing in the Price Schedule).

How to Apply

• Submission deadline: 21 October 2026, 12:00; late bids not accepted.
• Submission method: bids must be deposited in the Kouga Bid Box (16 Woltemade Street, Room 122, Jeffreys Bay); electronic submission accepted (save on USB/SD Card) and must match hard copy.
• Documents to complete/submit: official forms (including MBD7 and MBD6.1), pricing schedule, tax/compliance documents, Declaration of Interest, Certificate of Independent Bid Determination, and any requested contracts or special conditions (see RFQ).
• Registrations/pre-qualifications: Tax clearance (TCS PIN or SARS status), CSD or VAT registration; National Treasury Central Database; Municipal billing clearance; B-BBEE documents.
