Overview

RFQ to conduct a re-certification audit on ISO 22301:2019 BCMS for the Railway Safety Regulator. Bidder should be an audit service provider accredited by the International Accreditation Forum (IAF) or an equivalent international body, with proven ISO 22301:2019 BCMS auditing experience and capability to deliver a re-certification audit plus two surveillance audits (2026 and 2027). The service covers 2025 Certification Audit, 2026 Surveillance 1, and 2027 Surveillance 2. (RFQ: ISO 22301:2019 BCMS)

Requirements

• Accredited or recognized by IAF or an international accreditation body; submit valid accreditation certificates. (RFQ: ISO 22301:2019 BCMS)
• Registration on National Treasury CSD; VAT-inclusive comprehensive quotation; tax clearance and PIN. (RFQ)
• SBD forms completed; BBBEE certificate or sworn affidavit; CIPC registration; copies of owner IDs; medical certificate; SASSA/NCPPDSA registrations where applicable. (RFQ)
• Demonstrable references: prior ISO 22301:2019 certification/audit experience in public/private sector within last 5 years. (RFQ)
• Lead Auditor qualifications and training in ISO 22301:2019; CV with detailed audit experience. (RFQ)
• Audit approach/mitigation methodology showing risk-based, process-oriented plan. (RFQ)

• Additional evaluation criteria: provide references of ISO 22301 audits, Lead Auditor CVs, training certificates, and a detailed audit methodology. (RFQ)
• Pricing and preferences: PROCUREMENT via PPPFA; 80/20 or 90/10 preference system; up to 20 points for specific goals and 80/90 for price; minimum 70/100 points for technical to be considered for price evaluation. (SBD 6.1; SBD4)
