Overview

The Necsa RFQ seeks to supply 37x manual valves and 1x pressure regulator for the Oil Plasma Gas project (Oil Plasma Gasification Demonstration Facility). Suitable bidders are valve manufacturers/suppliers with experience in gas service, especially oxygen/oxygen-packaged components, and who can meet Necsa’s quality and procurement requirements (ISO 9001, B-BBEE, tax clearance). The scope is defined by the attached valve list and regulator spec (see 1Gas Supply Valves List for RFQ.pdf; 1ENS-OWPVR-SPE-25033- Pressure Reg Spec Sht.pdf).

Requirements

• Suitability of Product: provide valve make/model and data sheets; clearly reference assigned Valve IDs on all documents (SB1–SB4, SG1–SU3, PR1) (see 1Gas Supply Valves List for RFQ.pdf).
• Quality: ISO 9001:2015 (or latest); provide ISO certificate (or OEM ISO accreditation) (Phase 1 criteria).
• Lead-time: specify lead-time; scoring tier: 4 weeks (30 pts), 6 weeks (20 pts), 8 weeks (10 pts) (Phase 1).
• Oxygen service: valves must be cleaned and packaged for Oxygen service (as per Valve List).
• Documentation: Tax Clearance (SARS), Declaration of Interest (SBD 4), B-BBEE certificate or EM E affidavit, COID/Good Standing if applicable, pump data sheet and curves (Section 7).
• Pricing: fixed, all-inclusive price (taxes, freight, insurance, duties, etc.); no pre-payment; Necsa General Conditions of Purchase apply.
• Evaluation: pass/fail on technical responsiveness; then 80/20 price-preference with B-BBEE status (as per PPPFA 2022) and related criteria; total 100 points.

How to Apply

• Submission deadline: 07 August 2026 at 17:00 (RFQ Closing). Quotation validity: 90 days from closing date (see RFQ doc NLM-QUO-26/116, Revision 3).
• Submission method: email response to Catherine.Matima@necsa.co.za (RFQ contact) (see RFQ document).
• Documents to submit: completed RFQ response; Tax Clearance; SBD 4; B-BBEE certificate or affidavit; COID letter if applicable; pump data sheets and curves; any other documents requested (see Section 7).
• Pre-qualifications: Tax clearance; SBD 4; B-BBEE; COID as required.
• Briefing: Site briefing is not compulsory but can be arranged; briefing address is 1 TAU DR, Broederstroom, Hartbeespoort, 0216 (compulsory briefing not required per RFQ) (see 1RFQ to Supply System Manual Valves for OIL plasgas Project.pdf).
