Overview

Supply and delivery of a range of food products to Lamberts Bay for Cederberg Municipality. The scope covers a listed food commodity mix (meat, dairy, produce, seasoning, and other staples) with delivery to Lamberts Bay and a 5-day delivery period after PO. Eligible bidders are grocery/food-distribution suppliers capable of stock and delivery to the municipality, with requirements to be registered on the Central Supplier Database (CSD), hold VAT where applicable, and provide tax clearance, B-BBEE documentation, and POPI consent.

Requirements

• 80/20 preferential procurement: 80 points for price, 20 for Specific Goals (B-BBEE and Locality).
• Submit MBD forms: MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim), MBD8 (Past SCM practices), MBD9 (Independent bid determination).
• Proof of CSD registration; VAT registration if applicable; valid SARS tax clearance (or PIN).
• B-BBEE Verification Certificate (SANAS-approved) or approved alternative.
• Delivery must be within 5 days of PO; prices inclusive of VAT and valid for 30 days.
• Complete and sign all forms in black ink; corrections with Tipp-Ex not accepted.
• POPI consent and GCC terms apply; no quotes from state officials; no late submissions.
• Locality rules: points for being within Cederberg, West Coast, Western Cape.

• Submission deadline: 12:00, 16 October 2026. Submit by email or hand delivery to SCM Office (01 Plein Street, Clanwilliam); emails: scm@cederberg.gov.za or scm@cederbergraad.co.za (see attached RFQ).
• Documents to submit: fully completed MBD4, MBD6.1, MBD8, MBD9; B-BBEE certificate or sworn affidavit; tax clearance or PIN; VAT proof; CSD registration; POPI consent; pricing schedule for all items (per the specification); proof of locality if claiming locality points.
• Delivery details: include delivery to Lamberts Bay Municipal Offices, 42 Kerk Street, Lamberts Bay (items must be in stock).
