RFT: Supply and delivery of Network Equipment

Overview

Supply and delivery of Cisco network equipment (routers, switches, and SFP modules) for the Eswatini Revenue Service. Bids are invited from Eswatini nationals with Cisco manufacturer authorization and the required licenses, tax and compliance certificates, in line with ESPPRA open tender rules. The procurement comprises three lots: Lot 1 Cisco Routers, Lot 2 Cisco Switches, Lot 3 Cisco SFP Modules (Tender Document). Currency is SZL. Nationality and supplier eligibility are enforced; manufacturer authorization where applicable is required.

Requirements

• Nationals-only eligibility; not insolvent or in receivership; tax and social security compliant.
• Evidence of Manufacturer Authorization to supply the Goods in Eswatini (Manufacturer Authorization Form).
• Cisco Official Reseller Certificate and relevant licenses/certifications (as listed: Trading License, Tax Compliance, Labour Compliance, ENPF, Forms J & C, Audited Financials, Police clearance for Directors, Bank letter and statements).
• Compliance with ESPPRA ethics; Code of Ethical Conduct to be signed.
• Evidence of ability to supply Goods in three lots: Routers, Switches, SFP Modules; with three Lot structure (Lot 1, Lot 2, Lot 3).
• Registration with ERS for tender participation (submission of company details and representative contacts 7 days before deadline).
• Tender documents to be submitted as per ITT 11–12, including Tender Submission Sheet, Price Schedules, and Power of Attorney.
• No Tender Security required (per ITT 21.1 in this procurement).

• Briefing/clarifications: No pre-tender meeting; clarifications due by 7 days before submission (23 October 2026).
